This is just idle curiosity, inspired by a drawing that I saw.
What do you guys think of a Fire Genasi sorcerer. He grew up an urchin not realising what he actually was. He looked fairly human, although he felt hot to the touch. Much, much hotter than a human would.
When he was 12, he tried to steal a purse of gold but got caught and in the ensuring struggled, unintentionally hurled a fire bolt at the person restraining him as he struggled to get away.
The fire bolt killed the person trying to restrain him and he escaped, but was later caught and dragged before a kangaroo court, where he was charged with murder and being a sorcerer, and sentenced to death.
He was to be burned at the stake.
So having been convicted of murder and being a sorcerer, without being able to offer any defense, he was tied to a metal pole which had been hammered into the ground. Wood was piled up around him, covered in oils and set alight.
The fire burned him, blackening and charing his skin and it hurt, it hurt more than anything he had ever experienced, but it did not kill him. Instead it awakened his latent power and with his awakening, knowledge of what he was flooded his mind and he realised the truth of himself.
He was a Fire Genasi and in him flowed the might of his ancestors. If they could control fire, then so could he, for their elemental power lived in him.
Having just realised the truth of what he was (though where that knowledge came from, he didn't know) he took control of the fire, wrapping it around himself like armour and then, stepped from the smoldering remains of pyre that was meant to be his end.
Saying nothing, he simply walked away, leaving sooty footprints in his wake as his would be executioners stared dumbfounded, and frozen with fear.
Now he uses fire to terrify his enemies, encasing his body in flames, so that it appears he is literally on fire.
So this was all just an idle thought I had based upon a picture that I saw. It's not a character that I am going to create because I don't like playing Genasi, but none the less what do you think?
Is this possible for a PC or does it better for an NPC?
Feel free to take this and use it and expand upon it as well if you like, as I don't really like Genasi, so this isn't a character I'll be making.
If the flames are "cosmetic only" ie. when touched the other person doesn't get burned, then sure, I don't see any problem with this.
Otherwise I would let them replace / tweak the Reach to the Blaze ability. Something like "when struck by melee attack, you may use your reaction to deal fire damage to the attacker equal to your proficiency bonus" instead of the Produce Flame cantrip.
You might be able to homebrew something with your DM where contact with fire charges up your innate fire abilities. So being burned at the stake would have kind of overcharged him, resulting in that effect, but maybe at a great HP cost (since I'm pretty sure they're resistant to fire not immune).

Surtr is definitely more reminiscent of a fire giant who would have absolutely no issue with being on fire all day every day.
