If you're just talking about tool proficiencies, those are much more about how the class interacts with the world than what their stats are. A druid and a wizard can both be accomplished herbalists even though a wizard is based on INT and a druid is WIS.

What do you mean with primary proficiencies? Saving throws?
Tool proficiencies are mostly background related and variable, thus choice of the player building the character.
In some rare cases they are ingrained into the background of the subclass (e.g. Rune Knight and Artificer).
So, generally, tool proficiencies have nothing to do with stats.
