The idea is that these will be part of a BBEG's forces. The HHH can come across the party (preferably in a crowded urban area) and nab them with a Hunter's Mark. This allows them to return to base, get a bunch of tougher guys, and then track the party down.
Plus they can hold their own too as support archers. So whether a few of them are together hiding behind walls and broken down carts, using Nimble Escape to its fullest, or it's just a one-off that tags and runs they have their uses.
Plus in a city there's always gonna be a crowd in some places so that Naturally Stealthy really helps them hide in the crowd.
I've also done some work with a couple spellcaster statblocks. I dislike how few spellcaster blocks there are IMO. And a lot of the low-level ones aren't too wizardy but usually more cleric-spells. So I did one that's a sorcerer and one that's a warlock.
In addition to the very poor guidelines on how spells affect CR I also saw how hard it is to get their CR in certain ranges. Each of them I wanted to be a 5th level caster. The sorcerer was for a pirate statblock I want to use at some point. (Gave them things like gust of wind so they could boost the sails and tidal wave to make them even more ocean-themed.) I didn't want it to be a high CR so that was fine, but it was weird to be looking at it and going, "I... I think this is only CR 1... But that can't be right, right?) And even then, it's defensive CR is higher than you'd typically expect from a caster. Better HP than a CR 6 mage.
And for the warlock my initial goal was to have it be CR 5. But I also wanted to give it the thematic Hunger of Hadar. It ended requiring legendary actions for extra eldritch blast casting (and I added Agonizing Blast to it) to finally get its CR out of the 2 range and stratosphered up to the offensive 10/11 range while still having a 1/4 (maybe 1/2) defensive CR that averaged out to 5.
I'd wondered before why casters of a CR appropriate to a certain level of party usually had spells of higher levels than the players (running a [Tooltip Not Found] with spirit guardians against lv3s a while back was interesting) and now I really understand it. Because spellcaster monsters are annoying to get right. xD
Though I am pretty thankful for the evil mage statblock providing a nice pre-formatting.
