Would it be possible to absolutely nuke a world-ending boss with a mana bomb, similar to what killed so many people at Theramore? Maybe to one-shot a Tarrasque?

Somehow get a helm of brilliance and 3 necklaces of fireballs. Throw this to utterly nuke something.
There is nothing official that does this, but it's well within the powers of the DM to provide a set of requirements for it to happen. Presumably it would involve a lot of adventuring via quests to get the required materials, knowledge, etc. A wizard or artificer might head up the effort, but they wouldn't necessarily be required.
The closest official thing would probably be combining two extradimensional spaces as described in the bag of holding, although it's more of a banishment than a nuke.

Also not really a thing. D&D has spells and magic items, there's not really pure magic. In Forgotten Realms, which is only one expression of D&D (the default one, but far from the only one), there is the weave, but it's more like what casters tap into to create the effects of the spells. Its not something they can just play with in its raw form. D&D doesn't do free-form magic.
As Scatterbrained said, any DM could feel free to make something. Like an artifact or spell that does what you describe, but it would be a houseruled item.
Of course, a wish spell could do the trick. And Storm of Vengeance might also get at what you're after.
I think in the Eberron book a bunch of lore around the Artificer is about them creating weapons - some of mass destruction. There is a whole country destroyed by some kind of magic catastrophy (which is never explained why, because it's up to the DM and your own story or should forever be unexplained).
But while I think that kind of magic can be in a campaign, I don't think it should be in the hands of most players, but a BBEG with a nuke sounds like fun.
