Commoners include peasants, serfs, servants, pilgrims, merchants, artisans, and hermits.
I like to roll 4d4 to determine ability stats for commoners, if they have a name and a recurring role in the campaign.
i think it is a basic one not including races (humman) if dwarf you edit it
I've just noticed that a Dwarf commoner would be faster than a Dwarf PC who doesn't have any bonuses to movement. Commoners have a 30 ft walking speed, Dwarf PCs have a 25 ft speed.

It takes exactly 1270 commoners to kill 4 lvl 20 characters according to the encounter builder.
I think commoners can deal a fair bit of damage if there are enough of them. Let me know if I'm wrong, but I think it could work like this:
Since they have +2 to hit with the club, even against 20 AC they're hitting on an 18-20. So that's 10% chance of 2.5 damage (if rolling) average and 5% chance of 5 damage average, so expected damage per turn is 0.5.
Have the commoners stand in a 9x9 square (45'x45'), with commoners all along the edge and in a chessboard pattern on the inside, with a target in the middle. Then all of them can attack and move back along the diagonals to their spot. There's 56 of them so that's 28 damage per turn. If they don't care about the next round I think 12 more can run in from outside and fill in the gaps - I'm not sure if there's a better geometry.
Or just use swarm rules.
The tricky part is getting something to stand in the middle so they get a surprise round.

Does anyone know if there is a way to mark certain creatures as not a threat to the party in the encounter builder? for instance I'm trying to build a scene where a mother father and daughter are being chased through a burning city by a kobold raiding party. but the encounter builder adds the commoners as if they are combatants, id rather increase the loot on the kobolds bodies by a few silver for each commoner that escapes. Is this possible?
They would likely win sure but never underestimate a true hoard of angry towns folk with pitchforks and torches.

Ever been throat chopped by a trained martial artist (who's intent is to kill)? They'd crush your windpipe. Good luck surviving without modern medicine. Even at 1st level you are considered a trained fighter (adventurer), otherwise you'd technically still be a level 0 commoner. A trained fighter can most certainly kill your average Joe with 1 good shot.
