Posted Feb 4, 2021To all of you wondering why owlbears are monstrosities and not beasts, it’s the same reason as yetis: they’re NOT ANIMALS. The beast tag is strictly for NON-MAGICAL animals, like bears and dogs and elephants. The owlbear is most definitely not a biologically possible animal, and is by all accounts magical in one form or fashion. No description of what arguably may be the most iconic D&D monster of all time ever suggests that it’s evolved biologically. All of the origin stories reference magic in some form or fashion, whether it be the Feywild or some crazy wizard slapping a giant owl and a bear in a box and shaking it up.

As VadarhanStormwind pointed out above, owlbears are described as a magical creature not born of the (comparatively mundane) natural wilds of Toril. Also, if they were a Beast, druids would get to shape into them, & letting druids have unlimited cool forms at a capped CR would be OP for some reason. (Probably because WoTC would prefer that you use True Polymorph for monstrous forms.) Lower levels spells would apply to them across the board (Animal Friendship, Speak with Animals, Beast Bond, Beast Sense, Dominate Beast, Awaken Beast, etc etc etc). Generally speaking, Beasts tend to be less extraordinary than other Monster types.
With no supernatural/magical capabilities, I'd tend to say owlbears are right on that line where they could have been classified as a beast. We can blame druids' beast/wild shape, but personally my bet would be that Wizards wanted to make sure Lvl2 rangers couldn't charm owlbears & tame them at will. ;D
As presented by DnDBeyond, Commoners such as merchants, artisans, peasants, hermits, slaves, serfs, servants, & pilgrims are "Monsters". (I think also in 5e RAW? Certainly Dominate Monster works on Humanoids.) Besides temporary Spirit\Fey conjurations, almost everything that has an action, from Creatures to Constructs, seems to be a Monster; but all the cool magical 'beasts' are called Monstrosities or something.
These factors combined, make me want to create a Medium Beast, with Darkvision 120 feet, Movement of 25 feet & no "Flying speed" but it'll have a trait called Flying Start, wherin if it runs or falls 20 feet in a straight line (as viewed from above) it can fly up to 20 feet, and until it lands, it can fly 40 feet per turn as long as it flies at least 20 feet in a straight line each turn. In addition to Dash, it will have a Dive attack. Its Hit Dice will be d8 like a Black Bear, with attributes between Owl & Brown Bear. I'll try to make it around 1-to-3 CR, and I shall name it Bear Owl, & every day my Cleric will call for Divine Intervention to make it canonical!
