If you are already in a campaign, and the homebrew spell is in your collection, then everyone in the campaign will be able to see it, including the DM. If you don’t want others to see it, then you need to remove it from your collection. (It will still be in “My creations). If you do that, I’m not sure whether or not you will have access to the spell on your character sheet; you would have to experiment with that.
If you take the spell out of your collection, then there is only one way I can think of to share it with your DM:
-take a screen shot of the spell details and send to your DM
Yeah there isnt really a way to share to only one person. D&D is a "everybody has the same options game" so all homebrew options are shared automatically.
How is sharing the D&DBeyond homebrew content different for each payment tier (Free vs Hero vs Master) and how is it different in private vs public sharing (IE. Campaign vs Community)?
Homebrew (public or private) created by members of the campaign (DM and players) are automatically shared between campaign members for use by characters in that campaign.
Having a subscription (either type) allows you to add public homebrew to your collection from people outside of your campaigns.

Now, we do not have the Sync Entitlements button anywhere, we've checked on each side,, Homebrew and Content Sharing is on for ALL of my Dm's campaigns, and when I try to send him direct URL links to the homebrew content I made he gets a 404 error. I even checked my stuff and it shows that all my Homebrew stuff is in both Creations and Collections. Later today we are going to try and remove my characters from his campaigns, then add them back in to see if that will fix anything. What specific type of homebrew thing(s) are you trying to share?
If it's a subclass, make sure that you've selected the right version of the relevant class.

One thought I have without having further information: Are the items part of your collection? I think they have to be in order to be seen while linked by a campaign.
That's the odd thing, they were part of my collection, I've looked, so I removed them from my collection, then readded them. I haven't been able to talk with my DM at a length to see if that's been fixed or not cuz life. I also just made a "dummy" character and have the feats there so that he can see them and maybe add them to his own collection, idk... It's a weird cut off where all of my older stuff he could see without issue as none of those are published, but any recent stuff i made aren't seen by him and all the normal bells and whistles are "green"...
What I'm tying to share are just anything I made, spells, subclasses he asked for my help on, magic items, and feats. This particular set of feats are our best attempt at the Alternate Capstone Artificer abilities. Do I need to specify the "edition" of my things for them to work?
If it's feats, you shouldn't have to. Though I'd make sure you haven't set prerequisites. If you have, maybe have them check the set of feats they don't qualify for.
Spells and subclasses DO need to be set for the right version. Subclasses can only be assigned to a single version of a class, but Spells can be tagged with both versions.
Well, initially it's only for level 20 artificers for this set of feats needed. Also, what about magic items and stuff? do I need to make a version setup for those?
