I'm trying to add starting equipment to a homebrew background but it is very confusing and complicated. The instructions one the background creator aren't much help.

Describe to me the text for the equipment you're trying to add, and a link to the homebrew background. I can modify it and then you can see how I configured it.
Ok. I was creating backgrounds presented in Plane Shift: Amonkhet so I can create D&D Beyond characters with that content and I'm trying to copy the vizier background.
Here's the equipment I need to add: A set of artisan’s tools or a musical instrument (one of your choice), a scroll of your god’s teachings, a vizier’s cartouche, a set of fine clothes, and a pouch containing 25 gp

If you go into your homebrew creations, and then go into the full page of the background as you have made it so far, it will have its own url. Could you copy and paste that here for us too? Only moderators and D&D staff will be able to look at it.

What was the resolution on the correct format of the equipment to be added?
I am having a hard time with this. It says...
Equipment Phrase
Add a phrase that represents the equipment being granted or allowed to be chosen from. For example, 'a crossbow', 'a money pouch and backpack', 'a dagger or short sword', etc.
I added: 'a staff', 'a hunting trap', 'a trophy from an animal you killed', 'a set of travelers clothes', 'a belt pouch containing 10 gp'
What should be added for the following?
Equipment Phrase Individual Choices
Equipment phrases that contain single items or items joined with an AND should be added here. Items joined with an OR should created as individual choices.
As a test I added: Spear OR Dagger
I hit save the the Equipment Phrase remains, but the Equipment Phrase Individual Choices goes blank. They are both required, and I can't get past this section.
Because you are creating an equipment choice joined with an OR, you will need to add each choice individually to the Equipment Phrase Individual Choices box. For instance, using the test choice of 'a spear OR a dagger' we would first add 'a spear' to the Individual Choice box:
After clicking on Add Choice Text, a new box appears where you can include specifically what is granted as part of that choice:
Note that if you were including an AND phrase here (e.g.: 'a spear AND a dagger' in the Equipment Phrase Individual Choices), you would add all of the necessary equipment to this individual choice.
Repeat the entire process above with 'a dagger', and you should see this end result:
This is how the above choice will appear when creating a character with the background:
If I wanted to add equipment that would go into the Other Possessions category, like an Outlander's poorly wrought maps, how would I enter that? the Custom Value data type doesn't feel right, but it's all I can think of.

A set of cook's utensils, a set of traveler's clothes, a pouch containing 10 gp, a small collection of your favorite spices, a cooking pot, and a recipe book filled with your own creations.
The clothes, the tools, the pot, and the pouch would each be “specific gear.” The gold would be “gold,” and the spices would be a “custom value.” The book of recipes could either be a “specific gear”->Book, with special instructions attached, or it could be a “custom value,” that’s up to you.
