Unfortunately this seems like a repeat issue, but despite checking all the possibilities I've found on here, I'm still experiencing the issue. I have created a homebrew wondrous item that I would like to add to a player's character in a campaign I am running and am not able to do so.
I do have a Master Tier subscription currently active
I have content sharing activated in the campaign. Currently I am only sharing sourcebooks and not adventure books
The character in question has Homebrew Content checked on in the character preferences
The character, campaign, and item have all been created 7 or more days ago (as a response to some of the "just wait a while and it will work" solutions)
I have checked and unchecked Proficient, Common, and Magical while searching for the item to add and it does not appear under any combination of the checked boxes
I have tried this on multiple characters in multiple campaigns in which I am the DM, and have also tried this on a character I created and have had no success
I have tried adding different homebrew items, two of which I have created and one of which I added from Matt Mercer's collection and none of the items can be added to any character sheet

I’m the DM of a campaign, and I’ve got two players. I created a private homebrew subclass for one of the characters for when they hit level 3, as well an NPC to add into their extras. When I go to add the NPC it doesn’t appear in the list as a selection. I am able to add it my own characters outside of the campaign, and I‘m also able to add it to a character when creating an unassigned character in the campaign (and when I do, the option becomes available for the player’s character I’m actually trying to add it to. If I delete the unassigned character the option to add goes away). To test I created a custom item, and boosted the character to level 3 in order to try and add the subclass and the results were identical to the above for both. I do have homebrew content enabled in the character sheets, the content is part of my homebrew collection, and none of the content is published.
You have to save the homebrew on its main page, and afterword refresh the page with the character sheet. If you don’t refresh the character sheet after saving the homebrew it won’t know it’s there.
Thanks IamSposta, the issue is that when I go to add the NPC to the character sheet it doesn't appear to add (or refresh). I'm not sure why, but now the player is able to add the NPC and test item from my private homebrew, even though I am still unable to.
I'm having a similar issue. Created a private homebrew item for my campaign about 30 minutes ago and I cannot add it to a character in the campaign. I've refreshed the character, saved the item again, verified my campaign settings, no dice...
Edit: I can add the item to my personal characters, but not my campaign (Master Tier).
Edit 2: Homebrew subclasses appear to be broken as well. My campaign's character running my HB sub has their class options completely broken. Should have 6 options at level 7. They have their 6 choices assigned, but there are options boxes galore available to them.
Edit 3: I just tried troubleshooting the subclass (if you are having any issues with your HB subclasses DO NOT CHANGE THEM on character sheets) and the same issue is happening. Tried resetting the character's subclass, wiped out all the crap from Edit 2, but I cannot reassign the subclass.
I've made a couple of custom items in campaign for my players, but when they go to equipment they're unable to find the items I've made. So far I've verified that I didn't publish the items, and I made that it is an item their character would be able to use, if I search for the items with one of my characters I can find them without any issues. The other thing I've done is made sure that homebrew contact was enabled on each of their character sheets, but they're still unable to see the items I've made.

Check character preferences that homebrew is turned on (not grey). That behavior sounds like that is the problem.
(Private homebrew does not need content sharing).

Glad to see I'm not the only DM running into this issue right now.
Prepping for tomorrow and I spent all of my time troubleshooting homebrew... :/
They are in the process of doing system wide updates, be a little patient. Do it outside of the campaign and then import the character.
