I never thought I would actually reach the limit, but I have. I have a Master Subscription, and I currently run 11 campaigns, and am starting 2 more next month. I need to share my content in all of them, and the current limit prevents that.
Increasing the limit by about 4 would help a lot. It would be greatly appreciated. I know unlimited is unrealistic. Just 4 more shares is all I suggest.
Given that pre-pandemic the limit was 3 campaigns, and the 5 campaign limit was initially temporary, I doubt this will happen. Would I be delighted if it did? Yes. But I don't think it will.
If you are needing a solution now, there are a couple possibilities:
-You could inquire about one or more of the players in your campaigns getting a master tier sub and turning on content sharing in your campaigns
-You could set up a second account here, get a master sub for it as well, and add a "placeholder" character to some of your campaigns and turn on content sharing from this second account.
-You could selectively turn content sharing on and off, so that it is on for a given campaign when the game is happening.
It's regularly asked for in this forum; and I don't think there's ever been official response to the question beyond maybe a rearticulation of the Master Tier campaign limits. I don't think you'll be seeing anything new to the limits for the rest of 5e. I do imagine "campaign management" may be flagged as one of the "under monetized" areas DDB could see to pursue in whatever form D&D Beyond takes in the OneD&D development. I mean you're basically asking for almost twice the amount of campaigns as every other hero tier subscriber. Are you willing to pay for it?
Do you run campaigns for 166 people? Because each campaign can have 12 players. Consider grouping them up. If a few players are in multiple campaigns, that will make it even easier.
Might become problematic if DDB ever adds any tools that actually uses the campaign page, but that hasn't been a problem for the last 7 years, so...

To add on to this, each player can apparently have 999 characters in each campaign, if they have duplicate players (can't verify this, just was told this was the case).
I'm not sure if there is a character limit (no one I know has more than a dozen or so). Most accounts don't have a subscription and are capped at 6 regardless of campaign.
But yeah, each player being able to have multiple characters in a single campaign is what I meant by it being easier if there are repeat players.
I could see them having an a-la-cart system where you can buy more shares. What to share all your books with another campaign past 5? Gimme $2.99 more per month for each additional campaign.

Encounter Builder uses campaigns, so it does matter which PC is in each campaign.

You can choose which characters are involved in an encounter and only for balancing. A placeholder of the same level works.

Obviously you don't use it for running combat. It imports character initiative rolls and shows their current hp. You also can see dice rolls in the campaign log. If you don't want to use these features that's fine but don't pretend they don't use campaign information.

Not usually. I didn't realize that it can track HP and campaign log now, that's cool. You can still pick which characters from the campaign to include in the encounter like I said though.
My group already runs multiple parties out of 1 content sharing campaign, so I did a quick test. Took about 12 seconds to filter 24 characters down to the 4 actually in the encounter. So, I stand by running multiple adventures out of 1 campaign.

My experience has been with the content sharing they don't get access to the extra stuff in the normal character creator, and it has to be in the campaign section, I meant a 999 char limit for anyone there
Yeah, that's how content sharing works, the character has to be in the campaign with content sharing to use the shared content. I never suggested not making characters in the campaign, so not sure why you brought that up.
Your characters in a campaign are still your characters, and if you don't have a subscription, you can only have 6 characters. Period. That is all I said. I doubt anyone has the time or interest in testing the 999 character limit per campaign.
The limit per campaign is 99 characters no matter who they belong to. You can have 12 players in a campaign and between them, they can have 99 characters in that campaign.

Content sharing can be turned off and on at will, and does not need to be on constantly, as your players are only going to need it while playing or creating a character. So simply swap which campaigns have sharing enabled and switch them as needed for any given game night. It's literally only a few clicks.

Perhaps a future model could be for the content owner to have a master subscription and then each participant would need to have a player subscription to access your game.
I would rather not use these methods...though I do appreciate the response.
If people are resorting to workarounds, then there is (1) clearly a need, and (2) people are accomplishing it anyway, so why not increase it?
So far as the pandemic being why the raised it from 3, since then, the number of people playing D&D has grown a lot since.
One word: money.
They are probably worried about accounts letting hundreds of people benefit from 1 purchase. WotC is already looking for ways to monetize 1D&D to counter this...
It really isn't a need. For every hundred of master tier subscribers, there are only a few that run a dozen campaigns at a time. But those are often tied to organized events that really could and should have multiple subs to make it work.

Well at the end of the day it is about making money and making as much as they can.
IF it was not for them making money we would not have what we have today.
Agreed there are probably not a lot of people taking advantage and allowing hundreds of people use their purchases.
However, it could be something else. Perhaps it could also be true that the person running 11 campaigns with 2 more coming next month. Is actually selling slots to access his purchased data. I find it hard to believe that one person is running 13 campaigns.
Don't even go there. I'm not doing that and I find it offensive that you would even suggest it.
I'm retired, so I have a lot of time and I enjoy DMing. And I didn't say I am running all of those games...I said I am in some of them. But the ones I run have the sharing enabled...and there is a much lower limit on that.
And so far as running that many games, it is very easy when several are bi-weekly. Just because you can't believe it doesn't make it true.
