So before anyone says search google I have... So for a long time I have been looking for some sort of tactical battle system that will handle simple combat. Such-as which player to pick to attack. Is there anything out there on the web that would handle something like this?
Or if you're talking at the table for an actual D&D game, that's far too much complexity to process. Plus I doubt there's much demand for such a niche program
Decisions on which player to attack is based on the players' positions, the amount of damage they do, the amount of support they give, their relative vulnerability, and the ranges and intelligences of the monsters. I think the simplest program to decide who to attack would be pages of code that would also require you to enter a lot of data constantly.
The simplest program would just be a random number generator. You could add a few variables like distance from Target but honestly these are pretty easy decisions to make.

I don't know of an automated way, but there's always http://themonstersknow.com/ which might help you program yourself to do it, particularly thought pieces like http://themonstersknow.com/why-these-tactics/
Canto alla vita
alla sua bellezza
ad ogni sua ferita
ogni sua carezza!
I sing to life and to its tragic beauty
To pain and to strife, but all that dances through me
The rise and the fall, I've lived through it all!
Why play an RPG if you're not going to actually roleplay the NPCs and monsters?

Also, why did you put a $ in the title?
