Absolutely. To be fair, it is not everyday that someone wants to substitute dex either. That said, would you suggest leaving it as is, or perhaps adding in the Tortle method to exclude dex altogether? Having it use the higher number is actually kinda useful, but it may not be what is intended depending on what the subclass feature is supposed to be.
For my purposes it's fine. The Cha isn't lower than dex so it works.
Similar but slightly different issue. Trying to make a feature for barbarian that replaces the shield bonus with CHA but only while raging. I figure the while raging is probably just a player has to keep up with it, but how do get an AC for when he doesn't have a shield that is at least lost if a shield is equipped? (Kind of hoping I missed a shield bonus option under modifiers)

The only automatic part would be the shield bonus to AC when equipped. If you have a bonus while not wearing a shield, that would have to be tracked manually or have an magic item replicating an effect that is equipped when you unequip the shield. Still you're looking at two things, unequipping the shield and equipping the magic item item that adds their CHA to AC, and vice versa.
It doesn't, actually; in DDB the Monk doesn't properly lose Unarmed Defense when carrying a shield. (Equipping a shield and/or armor does prevent the Martial Arts features though.)

If I am understanding your question properly, I can confirm that an item with the same properties behaves the same way as we have pointed out here.
Just checked with a subclass, Set - Unarmored Armor Class works there, and I imagine the Bonus and Ignore ones work too.

Monster: Osprey Feat: Skill Mastery–Animal Handler (Provides DCs for training animals applicable to those with and without this feat)
