for the living weapon question, google "honedge" and you will see a smol sword that is literally sentient. it's a sword thats alive. the whole "beast companion" deal is mostly just so that people can have one and so that people don't just think "oh crap" if their dm makes one pop into existence.

The problem with porting something from another IP is that people usually make one of two mistakes (usually the first):
They try to hold too close to the original source material and it ends up not actually fitting with D&D and how this game works.
They make it fit into D&D too much and it no longer “feels” right.

If I had originally known this was a Pokémon port I wouldn’t have touched it with a 10-foot pole. But I’m invested now, so here we go:
Anything I crossed out in red is completely useless and is just taking up space. Anything I crossed out in purple is handled differently in D&D, and anything crossed out in blue is just broken and all wrong. And I just noticed the problem with its speed, so that’s incorrect too. This is a hot mess.
Now, are you willing to compromise and try to make this thing work in D&D, or are ya gonna keep messing about? Because if you’re not seriously gonna make changes to fit this thing within the framework of the game then I’m not gonna waste my time helping you anymore.

For the speed, you have it as a walking speed, which unless the thing has legs it shouldn’t have. I thought this thing zoomed around through the air. So it should have walking speed of 0, and a flying speed with the (Hover) notation next to it.
The rest of those stats seem fine if you increase the CR some, but we can’t really calculate that until the Actions are sorted out.
One of the biggest issues with it is the Incredible Speed trait. That sort of thing is done differently in D&D. It’s handled with a combination of the Multiattack action, and the addition of Legendary Actions.
The other major issues are the some of those Actions should be moved to Bonus Actions to make them fit D&D’s action economy better, and you keep referring to “breaking through” AC (and similar terminology), but in D&D that’s just called “hitting” instead of “missing.”
