Champions are meant to be physical paragons right? Level 5-10 fighters are dependent on subclasses to keep pace with Paladins of the same level. But only having one action surge compared to the tricks than can be done with half casters of this level is a bit lackluster. So why not give champion fighters an extra action surge?
That’s not a bad idea, I could see that working, but once you’ve done it you’re done until your next rest, and short rests are sometimes plentiful and sometimes rare. When plentiful this would be super powerful, when rare it would still feel great for a round, but that feeling would be fleeting.

It was also a simple fix, not unlike yours, but it also makes a big difference, and it’s useful round after round.
