I'm a player who would love to play as a dragon. More specifically a dragon who reflects the good and neutral aspects of a chromatic dragon. AKA loyalty for a black dragon. She would spend most of her time in a variant human state, (Fucntioning as a Twilight Cleric PC). Because of the amount of time she has stayed polymorphed into her humanoid form, she can only transform into her true self once a week. She's nervous about making her team scared or mad at her. She lost her clutch father (Black Dragons are religiously dedicated to their paternal figures) to some other adventurers. She wants to exact revenge but will only tell her party that she's going after the men that killed her dad.
I plan on playing her as a nervous, jumpy, daddy's girl. Cleric to Tiamat, though she will never tell who her patron is. Refering only to her as the great mother.
Would you allow a PC like this in one of your games? If yes or on the fence please help me fix the details before presenting to my DM. I've been wanting to play this character for a long time. Thanks!
PS. Campaign is a 10-20 campaign. Overlord style. Where all the PCs are made out to be like or actual deities by the end.

She also wants to hide, becuase of the bias against chromatic dragons and because she doesn't want anybody to know she's not human. By level 18/19 she'll be able to transform again but as for now she doesn't trust anybody about it. The way I'm playing her is that she could transform but won't choose to until the party is much more powerful and trusts her more.
You'd probably also say no to each of your party members starting with 5 common magic items, 4 uncommon, 2 rare and 1 very rare, two free feats at the begining, plus both ASI and a feat when the opportunity presents itself. This isn't about balence as we are doing a 10% combat and 90% rp game.
Sure, you could play this but you are in humanoid form exclusively for combat until the point where you have access (one way or another) to true polymorph.
In other words, I don't see any need for homebrew here. At high levels you can legitimately, legally turn into a dragon anyway. Just find a way to get access to the spell, whether through an ally or NPC or magic item or whatever.

The player race was a Kobold (which happened to be blue) and the class was a Dragon Sorc (bronze). Because all the players started with a feat they chose the elemental adept adept lightning. They needed to get level 9 spells to be able to "Wish" them back to their true form.
You'd probably also say no to each of your party members starting with 5 common magic items, 4 uncommon, 2 rare and 1 very rare, two free feats at the begining, plus both ASI and a feat when the opportunity presents itself. This isn't about balence as we are doing a 10% combat and 90% rp game.
If all the players were getting equal access to that then it's fine, particularly if starting at level 10 where such a load out would be appropriate. But one specific player being able to transform into a CR 20+ creature, whenever they want to is a no. If your whole party wanted to play as dragons (or other high CR monster) then sure go for it. But as a special HB for one player no.

No. Becoming a dragon is insanely OP, normally that requires a 9th level spell. So unless you are starting at level 17 or higher, that's a hard no.

Or do you want them to be able to turn into a shapeshift from a dragon to a humanoid and vise-verse?
