Would it be unbalanced to buff their movement speed to 30 feet? I’d love to play a dwarf way of the astral self monk but I genuinely don’t like the 5 feet of movement reduction. I figured since I’d be asking about the dwarf I’d also bring up halfling and gnome too since the other small races like Kobold and Goblin have 30 feet of movement so was wondering the general balance of buffing from 25 to 30.

Really?!? You wouldn’t play a Dwarf Monk just because they are the tiniest bit slower than other races?
That’s what DM’s are for. You mention to your DM that your character wishes they were a little faster (or better yet RP your character confiding to a party member that they wish they were a little bit faster so they wouldn’t let the group down ), and the DM picks up what you’re putting down and sooner or later a pair of Boots of Speed or something else equally cool pops up.
it just kind of takes away from the “monks are supposed to be fast!” Feel for me when picking a race with less than 30 movement. Doesn’t make me not entirely not want to play it, but when the +10 just makes you as fast as a Leonin or Wood Elf it takes away from the “I’m so fast” feel and away from some of the coolness from monk. I played a Dwarf Sun Soul monk and loved the character but really disliked the movement nerf since that class will never wear heavy armor.
As a DM, I always look for that kind of dissatisfaction (or ask about it) specifically so I can drop Boons or Items for the party that will help them with specifically those things. Your average fight is over in 3 rounds, Boots of Speed lasts 10 mins spread out, that’s way more than enough for an average adventuring day for a Dwarf to run as fast as an Aarakocra can fly.
I often see players get in this mindset where they have to do everything for their characters, but they don’t. That’s what DMs are for, to help. Why was Connan such a badass? Sure, he was strong, but he also found the Sword of Krom at, like, 3rd level. Just sayin’. That’s what DMs are for.
