Assuming the recommended 2 short rests per day you should have 12 5th-level slots + the 4 mystic arcnums + the stuff you get from invocation + 4 slots from the capstoneat level 20.
I think most people can agree that DM's never use short rests, and parties don't see purpose in them, especially when you take 2 and then a long rest. 20 is pretty small compared to other full casters to, especially when 16 of them are 5th level. Wizards and such get 2 6th and 7th level spell slots. Then while I actually always get to level 20 in my campaigns, most people don't, even level 14 is uncommon.
Warlock is my favorite class, so I'd like to think I acknowledge all of the flaws.
The players in the group I DM currently take short rests, usually because some monster or other has beaten at least a couple of them pretty bad by noon.
It really depends for my party, if they're dungeon crawling, yes they take short rests about 1-2 times each day. If they're adventuring on a boat or by land they almost never take short rests, because if you only have one encounter for the day, why would you ever take a short rest?
Don't forget wizards also get to recover spell slots during short rests, sorcerers get font of magic which lets them get way more spell slots than a level 20 warlock, and the UA of alternate class abilities, paladins and clerics can regain a 1st level spell slot during a short rest from Channel Divinity.
Warlocks are broke, and need fixing.

I think +1 Cantrip, +1 Spell Slot, and a few more Invocations that let them actually do stuff other than EB would cover most of it. If the various familiars that Chainers get conferred so minor bonuses would help too.
They need some more unique invocations, or at least ones that are once per day casts instead of once per day AND takes a spell slot. I really like the new invocations and pact boon ideas that UA has been having.
If you only have 1 encounter a day, why would you need more than 4 spell slots (the average encounter is only 3-4 rounds).
Though I do think Warlocks could at least benefit from getting their 3rd and 4th slot at lower levels (maybe 7 and 15) and get an additional 6th and 7th level mystic arcanum at level 19 and 20.
I think eldritch invocation progression should be changed to 1 every odd level, capping at 10 at level 17 (instead of 8 at 18). There should be more invocations that don't require you to use one of your limited spell slots, and the ones that do shouldn't be once per day (it is less useful than using an invocation to put a spell on your spell list).
Eldritch master could maybe be buffed by swapping "spending 1 minute" for "when you roll initiative" and moved to level 18 (to make it level appropriate), then give a better capstone like maybe be able to burn an arcanum to refill slots.
All my DMs thus far and myself have generally 2 short rests per day (sometimes 3 or 1)
Depends for me. Sometimes we have sessions devoted entirely to roleplaying/exploration so they don't use too many spell slots, and currently only the monk is reliant on short rests, so so it's not that big of a deal. I used to play in a campaign where I wound up asking the DM if that counted as a short rest CONSTANTLY (I was a warlock). I kind of realized it was annoying really quick, but it was a large group (I think 9 people at the zenith?), and often times we would be lightly railroaded because a 9 person session can't be as flexible as we'd like, so he'd normally oblige.

Oh, Barbarians definitely, though I'd also like to see more Bards and more Monks as well.
I know they intend for the Astral Self Monk to be their psionic-flavored subclass, but I would reeeeaaaally like to see a telekinetic monk that's able to manipulate objects/attack using the power of their mind!
I would like some more paladins that don't have to be good. Sure, we have Oathbreaker and Conquest, but what about a Oath of the Night, or some dark, not necessarily evil or good, more neutral themed paladins. Same for druids.

I would love that. And while we're at it, lets make more druids that have an alternate use for their wild shape. Wildfire and Spores are awesome starts to a trend I'd like to just be a mainstay for future druids, after all, they already did the "all about wild shaping" druid circle, and while wild shape is useful in general, it would be nice to have the option to activate a powerful ability in my standard form using those charges I might not have used at all during my session.

I agree. Already have an idea for a Circle of Midnight druid that can go ethereal, summon a specter-like being to protect them, and gets "spooky" themed spells added to their spell lists, examples would be moonbeam, dissonant whispers, so on. A plant based druid, like a Circle of the Root, that can summon an earthy-plant creature out of the ground to fight for them using a wild shape would be a nice ability, too. Druids, the one class that is deeply connected with nature, doesn't have any mechanics that let them connect to plants, other than a handful of spells like tree stride.
I'd like a paladin that is based on Chaos, which seems counter-intuitive for the class that swears themselves to an oath, but I'd imagine it to be like swearing yourself to a god of chaos that you promise to spread their doctrine of chaos across the land, something like that. Not just evil chaos, but freedom, like an elven or fey god, that a paladin follows. Oath of Conquest is based on law, Oathbreaker is evil, Oath of Devotion is normally good, and Oath of Vengeance can be almost any alignment. I'd like some strangely flavored subclasses, that make you think about it before choosing it.
I'd also like a Dragon patron for Warlocks.

I actually really like that idea. If not a force of havoc, maybe even one of liberation or freedom. After all, chaos and freedom are pretty much just negative and positive lenses on the same concept; "Everyone do what you want". Maybe it could get spells like Freedom of Movement, Fly, and Counterspell to sort of hammer in that "You will not hinder my path" flavor?
