Sure you can. But you can post homebrews in this entire Homebrew forum. One doesn’t require a special thread for it, most people create a new thread every time they post a homebrew. Either that or they have a running thread for their own homebrews and just keep adding to it, but that’s less commonly done.

Oh boy, yeah… that needs some help. Is it overpowered? Yes. However the bigger issue is how poorly written it is. Much of what you’ve written is redundant and doesn’t need to be there, and the rest is word salad. On top of that, it looks like you were just making numbers up instead of drawing from the creature’s statistics too. Try the following, it’s both balanced and better written:
False Appearance. While honedge remains motionless and isn't flying, it is indistinguishable from a normal scimitar.
Magic Weapon. Honedge’s weapon attacks and spin action are magical.
Unusual Nature. Honedge doesn’t require air, food, drink, or sleep.
Actions
Multiattack. Honedge makes five slash attacks, or uses its spin.
Slash. Melee Weapon Attack:+8 to hit, reach 5 ft., one target. Hit: 7 (1d6 + 4) slashing damage, and must succeed at a DC 16 Strength saving throw or be knocked prone. If honedge moved at least 20 feet straight toward the target immediately before the hit, the target takes an extra 7 (2d6) slashing damage.
Spin. Each creature within 5 feet of honedge must succeed at a DC 16 Dexterity saving throw or take 7 (1d6 + 4) slashing damage and is knocked prone.
Bonus Actions
Martial Flurry. Honedge can make two slash attacks as a bonus action.
Shadow Step. While in dim light or darkness, honedge teleports up to 60 feet to an unoccupied space it can see that is also in dim light or darkness. It then has advantage on the first melee attack it makes before the end of the turn.
Shadow Stealth. While in dim light or darkness, honedge can take the Hide action as a bonus action.
Reactions
Parry & Riposte. Honedge adds 4 to its AC against one melee attack that would hit it. To do so, Honedge must see the attacker. If honedge successfully deflects an attack with its parry, it can immediately make a slash attack against its attacker as part of the same reaction.
I started with a flying sword like you apparently did, but gave it mental stats more like a sentient weapon and upped its Dex and Con a bit to make it more formidable. I also fixed the numbers. In addition, I got rid of all those goofy damage resistances, immunities and vulnerabilities and just stuck with the standard ones for a Construct, and left it as a construct since that’s what an animated living sword would most likely be classified as. Then I added in some stuff it should have and didn’t before. It should still feel very much similar to what you have, but just work and read better.
The main problem is the terrible wording and excessive complication. Also is it intended to be a puzzle fight type enemy? Because that is how the current version works. It's immune to almost everything but has really low hit points so once the party finds something that it isn't immune to they will be able to kill it very quickly - e.g. 2 fireballs would guaranteed wipe it.
that is so much better. the names of the actions were based off of the actual moves it can use in the pokemon series.
i'll probably update the Doublade and Aegislash I made previously based on the revisions you made.

Living Weapon. Honedge can be treated as a beast companion for any class that uses weaponry (swords, axes, bows, etc.).
What in the Nine Hells do you mean by this?
Incredible Speed. At the start of combat, Honedge rolls 1d20. The number Honedge rolls, divided by 4, is the number of actions Honedge has for the rest of combat; this must be repeated if Honedge is defeated, but is revived. The number is rounded down.
WHY??? Why? Why? Is this randomized? There is a 3/20 = 15% chance you roll a 3 or less and Honedge gets 0 actions... This doesn't make any sense at all.
It then has advantage with its attack and always hits.
Why would you roll if it always hits? Just autohit and deal the damage, don't waste everyone's time by rolling
it has advantage with its attack; this always lands a critical hit and goes through the 4 of the target's AC points.
This one is even more egregious, if an attack is an automatic critical hit then the target's AC doesn't matter, rolling doesn't matter, advantage/disadvantage doesn't matter. Stop wasting words with endless redundancy.
Almost none of it's attack ranges are intervals of 5ft so it will be a major PIA to run on a grid. Shadow Claw is objectively the most efficient use of its actions, except for the cannon thing, all the other actions are completely irrelevant because they are just straight up worse than Shadow Claw.

for the living weapon question, google "honedge" and you will see a smol sword that is literally sentient. it's a sword thats alive. the whole "beast companion" deal is mostly just so that people can have one and so that people don't just think "oh crap" if their dm makes one pop into existence.

Both. It makes it a pain in the 455 for the DM to run, which causes delays during combat which makes combat a drag for the players.
