This seems pretty fine balance-wise. A few nits to pick:
Arctic Acclimation: I'm having a hard time visualizing the doubled movement speed on icy surfaces. You're just slip-sliding around really fast?
Frozen Steps: One issue with ground-based effects is that they are often trivial to jump over. I might make this path a little wider or have it deal a bit of cold damage to creatures that end their turn on/adjacent.
Avalanche Strike: Having this happen immediately after the fall damage means the attack is made at disadvantage because you fall prone when you take falling damage, which I don't think you intended. You could also die from the falling damage before you can make the attack that would halve the damage and thus prevent your death. I think timing-wise the attack should happen immediately before you take falling damage to avoid these issues.
Shroud of Snow and Ice: The limitation language is a bit awkward here, although I do get the intention. Is there a similar official ability that you can steal the wording from? I could also see this as a form you take for 1 or 10 minutes a day, with free use of those abilities for the duration.
Only other issue is that ranger subclasses are pretty consistent in giving out a small, fairly reliable damage boost. I'm not sure where this would fit in best - maybe within Frigid Veil or linked to Frozen Steps?
