It's a half-caster, but what's the other half? With d6 hit die, no armor, and no melee features, they're definitely not mixing it up on the front line. If this guy is a solid back-liner, he should probably be a full caster. A cleric is a full caster and is way more durable than this. Or you could go the other way and give them melee capability akin to the other half-casters in the game: Artificer, Paladin, and Ranger.
Seer is a subclass, right? It shouldn't have a level 20 capstone ability, and gaining the effects of a 9th level spell every day is probably too strong for a feature anyway.

With portents, you can exert powerful control by twisting fate either buffing allies or nerfing enemies, but that is limited to a couple rolls per day. The 7th and 11th subclass features ought to be something as strong as a 4th and 5th level spell respectively, that has some sort of fate-flavored affect on the action several additional times per day.
For Inscrutable, Detect Thoughts is only a 2nd level spell you get extra times as a 7th level character - not enough, but a decent basepoint and quite fitting for the character. An effect that was like Detect Thoughts, but added on a more proactive effect in addition would help balance. Either you obscure yourself and allies from enemies - reduce effectiveness of their attacks? Cause something like Confusion? Make time flow weird so they miss turns? - or you obscure distractions from a (some?) willing target(s) - which enhances their efforts somehow

Or if you think the effects should be less than a 4th-5th level spell equivalent, you might be justified in adding some power to cantrips and low level spells in addition to those abilities - re-roll one damage die for the seer, add wisdom modifier to psychic damage for the inscrutable, be able to bend affects around allies for the weaver. That way they can be more effectively active while waiting for that one hit-to-miss conversion
Actually, sculpting allies AoE spells would be a possible 7th level weaver trait
And, as I typed that, I see you set portent requires deciding before the roll? That really takes it out of the control category. Your ally has a 75% chance of a hit anyway, and you turn it to an auto hit before you even know if they got a crit anyway? A Bard's Inspiration is less of a point swing, but more times per day and you can wait until seeing the roll, AND they are also casting full level spells plus other abilities. You should get to see the roll before deciding
BTW all these are minor adjustments, I believe this is overall a really cool controller in the making

I see you answered above what I was about to add - the top subclass feature should come earlier - Warlock gets their 9th level Arcanum at 17th. But the 20th class feature is often sorta lame but makes some limits disappear - one possibility is gaining half your number of portents back if you roll initiative and have fewer remaining; or having portents come on a short or long rest

i like the class but 2 notes
-a bit odd coming from me and going to you but oh god the formating
-the subclasses are unbalanced with each other even with are current veiws of them
seer gets to see how well their plans will do in place of fortelling rolls mid to high power
the second gets a very niche feature that may not ever come into play
weaver has a solid option that works on its own
