Are you talking about enchanting as in creating a permanent magical effect on the weapon, or through the use of an enhancement spell such as Elemental Weapon?
Crafting is just going to be up to your DM no matter what, so your best bet is to just ask them how they want to handle it.
Temp bonuses from spells/features rely on the wording of the specific source. Most spells that provide +1/+2/+3 bonuses explicitly require a non-magical weapon.

You don't know what fear is until you've witnessed a drunk bird divebombing you while carrying a screaming Kobold throwing fire anywhere and everywhere.
It really comes down to how the DM sees it. In our group, we found it fairly reasonable that you could upgrade a +1 item to +2 by paying the cost difference the DM established. This of course, would be better than probably selling the +1 item at a loss and taking another huge hit in cost to buy the new item. Not saying this would always be an option for us, just a possible one and it could apply to combining item properties as well. The magic item creation process is vague but, does cover 3 basic elements. Formula/recipe, cost and time. These rules can be found in the DMG and Xanathar's.

Completely up to the DM. The official rules do not cover specific mechanics for creating magic items.
