Hi all so I am attempting to figure out what atks and spells can be made using con in an attempt to build a (mostly) con based pc (if even feasible). The best I've found so far is damphir bite and abberant dragonmark for a cantrip from the sorc. Can anyone else help me figure out a good consistent sources of con based atks/spells?
the game is designed to avoid con based stuff. this is mostly because you would be able to dump all other stats, and it would be inherently more powerful than any other primary stat
The Rune Knight Fighter's abilities that require a saving throw is a CON based dc. Which combined with a Dhamphir's bite attack can make a CON based character viable.

Thanks for the input, but that isnt helping answer my question. There are instances of it in the game and I am trying to find methods of it beyond just these 2 that are good.

The Storm Herald Barbarian also keys off of CON. This comes up most frequently with the "Sea" aura, which grants a bonus action lightning attack, and which eventually gets a reaction-based Shove that uses CON as well.
Aberrant dragonmark feat let’s you choose a spell and cast it with con. I know the OP said it already, but the spell is also con, not just the cantrip.
Cavalier fighter’s 7th level ability is con mod times/day.

I think they were attempting to help answer your question by saying, "That's it. That's all there is." As some others have noted there are a few builds that use CON for DCs or use limits, but there are two con-based attacks in 5e and you have found them. Dhampir monk is pretty much it - and even that has issues with defenses and the bite not being an unarmed strike, but at least it scales - unless you can figure out a way to build your whole character off one cantrip.
The Dhampir lineage has a bite attack, and I think the simic hybrid can choose a spit attack that has a saving throw based on your con. Genasi also have some racial con-based spellcasting.
The pre-Mordenkainen Presents: Monsters of the Multiverse version of the genasi race all have their racial spellcasting use CON, but only the Air and Fire subraces force saving throws, and Fire alone provides an attack roll.

Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.

Loxodon can base their AC off Con (12+Con), More obviously Barbs can use 10+Dex+Con.
