I'm still not sure how you would eldritch blast 4 times per turn at level 2.
4 times at level 5, easy. 6 times at level 5, possibly.
But level 2, the best I can do is 3 times and it requires a free feat at character creation (in addition to variant human). Level 2 fighter for action surge: metamagic adept for quicken spell, and magic initiate or spell sniper (or a homebrew race) for eldritch blast.
We were just talking, this wasn't in a campaign. He said it relies on specific circumstances so the magic item would make sense.
I'd really like to know his build that breaks action economy (as we have already accounted for 2 actions and a bonus action). Maybe he is counting an opportunity attack with war caster as the 4th attack?
Whatever it is, it requires a TON of DM lenience. "Yes, I would like my level 2 character to start with 3 feats please."
I mean a bracer anything is a nice combo for nearly anyone at any level. That thing should be Legendary if it should exist at all.
Nah. It is roughly on par with fighter action surge (as cantrips and fighter extra attack scale at roughly the same rate). An unlimited use of a once per short rest level 2 feature with an extra restriction (using bonus action instead of a free extra action).
Have to say I'm intrigued that you think so. Two Eldtritch Blasts or Booming Blades per turn, every turn, with no weapon/class/level restrictions is roughly equal to other VR items? What other purple could grant such a massive boost to a character?

Such a massive boost as: 11~16 extra damage as a bonus action?
I had those Bracers in my campaign for a long time. They're really, really good. And not really in an interesting way, imo. Unless you have a good bonus action you use a lot already. Like, a Wizard isn't making any decisions, he's just doubling his damage output every time he uses a cantrip, because his bonus action is free.
Perhaps worst of all, it's basically useless with actual illusions!

Not possible for a 2nd level character to eldritch blast 4 times.
But a Warlock 2/ Sorceror 3 can eldritch blast for two strikes then quicken another eldritch blast for two more strikes.

Can also get a magic item Illusionist Bracers to do a cantrip again as a bonus action. That means you do not need the free feat.
Human Fighter 2 with Magic Initiate/Spell Sniper and owns the Illusionist Bracers. But that still only gets you 3, not 4
And a level 2 character with a Very Rare magic item? OP

My guess?
Variant Human Warlock with the Illusionist's Bracers and the Metamagic Adept feat. The character just happens to be at level 2.
Action: Eldritch Blast, twinned.
Bonus: Eldritch Blast through Illusionist's Bracers, twinned.
Cast 4 times, but at 2 different creatures.
Oh yeah, level 1-4 eldritch blast can still be twinned.
That would do it.
I kinda hope that is not it, because that actually scales worse than our ideas past level 5.
That is why it was so hard to figure out. No one talks about it because it does not scale well.
But a twinned + bracer-twinned is a nice combo for a low level warlock.
