Can I, as a player, create homebrew items and share it with the players & DM in the campaign. Or is it only the DM that can create and share homebrew items to be used in the campaign?

Any homebrew you create is automatically shared with everyone in the same campaign as you - no subscriptions or anything required. You do not need to publish it either.

Looking for a way to implement the new Potent Spellcasting trait to my player's druid. From the UA, it increases all druid CANTRIP damage by their Wisdom modifier. The modifiers under "Bonus" have an option for "Cleric cantrip damage" and "Eldritch Blast damage", but I don't see anything that will increase just cantrip damage by Wisdom modifier. I'd rather not go into the player's character sheet and modify each spell individually, so was hoping to grant the trait via Feat or homebrew Subclass.

Oh wow - it's been a while since I saw the old character sheet. That was a journey. This is a screenshot from my feats video linked in the OP of the thread.
I’m not sure I understand you correctly. How can something simultaneously be “once per turn” and recharge on a rest? Perhaps if you could explain it more thoroughly it would be easier to help.
Hey! Are there any platforms (with a free tier) that can interact with homebrew creations on D&D Beyond ? I'm specifically thinking within the context of an asynchronous text based game of D&D.
I don't know if this has been answered already but I am trying to create a race that has a choose skill option that is limited to Athletics, Intimidation, Nature, Perception, Survival, Or Stealth.

I want to give my home-brew race something that deals damage equal to their level, one per long rest.
Is there any way to have something that updates based on your character level? Like how with Healing hands it shows how much Hp is healed based on the character level, I am not familiar with all of the [] Bracket stuff.

Yes, you need to put in the snippet {{classlevel}} or {{characterlevel}} depending on which you want. For more snippet codes visit the pinned thread on Using Snippet Codes in Your Homebrew.
Been making a homebrew subclass. When adding a modifier to a class feature it says primary stat. Does that mean that it adds that primary stat? Example 1d8 + strength (Strength being primary stat).

The “Primary Stat” is whatever you select from the Ability Score dropdown. What it does and how it works depends on what exact Modifier you use. If you were to use “Modifier: Bonus->Subtype: Initiative->Ability Score: Wis,” then it would add your Wisdom modifier to all your initiative rolls as an example.
is there a way to create a tooltip to the Sourcebooks such as the Player's handbook? Im creating a sub-race and the original has the link to the PHB, but when I create the subrace, the link is broken.

No. You'll just need to make a link. Click the icon in the editor that looks like a chain link, put in the URL you want and the text you want.

I got a feature that's once per turn using your Bonus Action, but recharges on a Long Rest. how would I correctly implement it?

Taking my best educated guess as to what you mean however, you would create an Action that has an Activation Type of “Bonus Action,” and a Reset Type of Long Rest, and then attach a limited use (or uses) to that action. You can read all about Limited Uses in the Homebrew Subclasses & Species FAQ #4 (https://www.dndbeyond.com/forums/dungeons-dragons-discussion/homebrew-house-rules/131411-a-homebrewers-how-to-faq).

I’m unable to apply my homebrew subclass to a character and I don’t know why
I don't know if this has been answered already but I am trying to create a race that has a choose skill option that is limited to Athletics, Intimidation, Nature, Perception, Survival, Or Stealth.
How would I do this?
