My party of 4th level characters completed an adventure and the loot from the boss was 1,000gp worth of various coins and gems. Should the players be able to buy a +1 weapon with that?
The suggested price for an uncommon magic item (which a +1 Weapon is) is between 101 to 500 gp. The DM should decide where on that line the magic item is on.
I recommend basing it a bit on the weapon's base cost. Like 300+(base cost ×10) or 400+(base×2). Weapons deserve to be in the upper end of the price range.
If you google "sane magical item prices," a group of people have done a lot of analysis on what magic items should actually be worth. The DMG gives pretty huge price ranges and it's hard to keep track of which belong at the higher or lower ends.

There are rules for buying and selling magic items in the Dungeon Master's Guide.
