I'm trying to homebrew an Ability Score Increase racial trait that mimics the half-elf's "two other ability scores of your choice increase by 1", where each time you choose an ability score it disappears from the dropdown menu of the other ability score choice (thereby limiting your choices specifically to two different ability scores). Does anybody know how to do this?
I think you have to use Options. So you would have 5 options (Str, Dex, Con, Int, Wis), each with Modifier -> Bonus -> X Score -> Fixed Value 1 and Character Levels Where Options Known would be 1,1.

Well, that presumes that the first Ability was Charisma. But I think you are correct, I think they would have to make a number of options, one for each of the Abilities that they want accessible. Using that method they would then have to check off “has options” and for “Levels where options known” they would have to put 1,1 to make both choices accessible at 1st level. (That presumes of course that they want that to happen at 1st level. If they one at 1st and one at 3rd for whatever reason then they would put 1,3.)
There may well be a better way to do it, but I can’t think of one either.

Set it up the same way the Battlemaster's Maneuvers are designed. One ability with six options, of which the character gets to pick two. I'm not in a position where I can research the exact steps, but the same tool would be used for this as for Maneuvers or Invocations.
