How would you make, for example, a sword that is +1/+3 vs Dragons, AND have both sets of stats for the weapon show up in your character sheet?
I tried making a +1 weapon, then adding an additional +2 to Magic with the condition "applies only to Dragons", but it shows up on the character sheet as just a +1 weapon.
I could just have the character carry a +1 sword AND a +3 sword called "Dragon Slayer", but that messes up encumbrance if you are using it. Any suggestions?
The easiest thing to do is to just use a +1 sword and customize it directly on the character sheet. Change the name to dragonslayer, and put “+3 against Dragons.” In the notes. You can always either add the additional +2 mentally when needed, or use the same customization to add the other +2s.

Had a greatsword relic in one campaign I ran, "Haela's Kiss." In the hands of a dwarven paladin, it acted as a holy avenger, in the hands of a dwarven cleric of Haela it acted as a Flaming Sword, with different bonuses/effects for other class/races. Would be great if I could write it up on homebrew.

You can set the weight of the second sword to zero.

You can't add additional actions to magic items and temporary effects aren't here yet, so the easiest would be a custom action or feat.
