A new spell allows a character to see the written instructions given to the DM during the round. It's called [Tooltip Not Found]. It's nonverbal so player's must request in writing to cast it. Revelation of the other player's instructions must be done with 100% discretion from the DM.

A flat DC check of 15 per party member present per witness eliminated will avoid an investigation involving the elimination of the witnesses (even if the elimination method is simply memory manipulation). One failure begins an investigation. When an investigation begins, the characters will be discovered as the culprits in 1d4 days with 1 day being the current day. A permanent bounty in the region will result once discovered. The bounty will be 1d20 gold per every non-eliminated witness, 2d20 gold per every eliminated witness, and DMs choice on the bounty for the initial crime.
There is no way to "pay off" the bounty. Once captured, prison time will be 1d20 years for every 20 gold of the bounty with an immediate death sentence for a total of years greater than or equal to 35. The bounty will be reinstated if the person is discovered to have escaped. A spell to undo the event of the crime or the complete turnover of the entire regional governance is the only way to remove the bounty.
Regarding the DC check: 5 party members, 5 witnesses eliminated, 25 DC checks.

Having a campaign based around the players destroying the whole world on purpose. If they do it on accident, that's bad, but not as bad.
There was an entire adventure in 2e, "The Apocalypse Stone", for which this was the plot. It was designed for a DM who either wants to abruptly end a campaign world or dramatically change it. Spoilers:
The PCs are manipulated into removing a proverbial foundation stone from its designated housing (the axis mundi?). Doing so dislodges the Material Plane from its metaphysical place in the cosmology, and ultimately results in Armageddon. During the events, interplanar travel is impossible, and cleric spells are non-renewable, since they no longer have any connection to their deities. Even the "good" ending, which is extremely difficult to achieve, involves the world being irrevocably scarred, and the DM is allowed to have the world end even if the PCs can re-retrieve the stone.

you could basically use dragonborn stats and call it a half dragon, they are basically the same thing
