The text Storm Knight quoted Does specify that STR can be replaced by DEX. So by raw CON attacks are not changed by the Martial Arts Feature. At any table I run I would probably allow using Dex (I can't imagine it being more than a 3 damage swing either way since tanking your CON would get you killed stupid fast)

The real answer is to disallow the dhampir because its bite will always refill about 1/3 or 1/2 the hp of the fighter's second wind if the dhampir is a monk, without any action economy cost and a higher amount of usage. God help you if the dhampir is a paladin - a second level non-crit smite will heal for a little under a level 20 fighter's second wind.

Yeah, if this published like this I'd have the secondary effects only count the base die+con, so monk would probably still get the d10 + con at high level, but no hex + smite + sneak attack madness.
If someone complained about only monks getting the boost I'd probably shrug and ask the monk to roll a separate d4 for the heal

After 5th level, take 2 level in paladin and then back to hexblade. Then go to 14th level hexblade because at 14th level the hexblade's once per short rest feature essentially becomes at-will if you have a few caged rats.

This prevents hex and smites from pumping up the damage, while martial arts, hexblade's curse, favored foe and hunter's mark would still work. All in all, you can still focus on it but the biggest exploits got cut.

Yeah honestly it's not some damage massive boost, but it makes the player feel like they're hacking the system.
yeah even monks using it have issues. it isn't magical unless your a kensei and your features that give you bonus action attacks are limited to unarmed strikes so you'll have to use dex or strength sometime

If you were a Dhampir Monk, can you use Dexterity for your bite since it counts as a "monk weapon" or do you still have to use Con?

The rules for the Dhampir bite state:
Looking at Monk, under martial arts, that means that the bite would qualify as a monk weapon. Nice.
However, the rules for martial arts also states:
Thus you can't replace CON.

Yeah honestly it's not some damage massive boost, but it makes the player feel like they're hacking the system.
I don't recall if it's been said, but the bite is 100% a candidate for Kensei Weapon.
