Official content means squat, I'm for all intense and purposes the god of my game, if I say Kender get Hoopak racial training that is more official than anything WOTC can print in a book. It's an easy fix.
It's a martial weapon too, so if kender aren't proficient.... who the heck is ever going to use it? 1d6 damage for a two-handed melee attack?
Even if you like the idea of a hoopak thematically, you'd be better off taking a spear and a sling and just flavoring them as being attached

The Hoopak was actually not a stated weapon in the original version of Dragonlance Adventures, I think it was treated as a walking stick though the book referenced it as a weapon. I think later in like 3rd edition it got stats. I would be curious to know what the original version of the Hoopak looked like from a stat standpoint. I actually looked at every book I had I couldn't find it, but I only have the original stuff. Seems like it would be like an improvised weapon ... stick.
The hoopak is stated in my AD&D 2nd Edition Tales of the Lance DRAGONLANCE boxed set.

It packs a lot of bang for your buck and if i'm not mistaken, it's the only finesse two-handed weapon in the game.
Define "bang for your buck". It does the same damage as a measly shortsword, only it takes both your hands so you can't even dual wield
Also, being a finesse weapon mostly only matters for rogues, who can't even use it
Literally the only situation I can think of where a hoopak might have any utility at all is if you're playing with a DM who's an absolute tyrant about object interactions, so the melee/ranged combo could matter

By being a finesse weapon, it allows a PC to use Str at a range greater than 30 feet without disadvantage.

The only other weapons that a Str build can use at range are things like the handaxe, etc., and the one with the best range is the javelin with a range of 30/120 feet. The hoopak has a longer range of 40/160 feet. This is the only weapon in the game with a standard range greater than 30 feet that can use Str instead of Dex.

It's a shame, Kender should have get it as part of racial weapon training feature.

It means that Tasslehoff Burrfoot and all other kender rogue in 5E must have Weapon Master feat to be proficient with hoopak.
