I like most of the cold damaging spells with two significant exceptions: Frostbite and Snilloc's Snowball Swarm. Frostbite has low damage dice for a cantrip and runs on con saves. Snilloc's Snowball Swarm simply loses out for being at the same level as Shatter but Shatter has better damage dice (3d8 vs 3d6) and fewer creatures are resistant to its damage and more that are vulnerable. Snowball Swarm needs to get bumped up in some way, like making the base damage 4d6.

And, sadly there are no cold damaging spells of 7th-9th level, except for Prismatic Spray and Prismatic Wall that do other things besides cold damage. These others are my favorite icy spells. I hope this helps.

There just aren't enough spells to fit Elemental type specialization out side of Fire in my opinion.
Whatever other issues people may have with Order of the Scribe wizards, their ability to change damage types open this concept back up really nicely.
It's pretty cool reflavoring Burning Hands (cold) as an amateur version of Cone of Cold that you develop throughout your career, for example. I'm hoping they manage to keep this in some capacity in the published version. I'd be fine with limiting it to "elemental" types so as to exclude force/radiant/psychic exploitation as long as it could still allow for the elemental specialist concept.

Frost Fingers is basically Burning Hands, but using slightly different damage dice and having a Con save instead of a Dex save.
Create Magen is a 7th level spell that lets you create a type of construct called a Magen (stats are in the book) at the cost of permanent HP loss ever time you cast the spell.
Blade of Disaster is a 9th level spell that lets you summon a "flying, blade-shaped planar rift" that you can attack with twice per round as a bonus actions. Think of it as a really, really amped up version of Spiritual Weapon, but for wizards.

Yep, there was only one cold spell in Rime of the Frostmaiden, which is very disappointing. They marketed the book saying that they were going to add more spells, some of them being cold damaging, and in the end there were only 3 spells, only one of them cold damaging, and is overall not a super impressive spell. There were so many cold-themed spells tied to Auril from previous editions that they could've translated to 5e, but for some reason they just chose to do one of them.

Ray of Frost is nice, but Chill Touch (necrotic damage) is also a great cantrip!
