So, I'm thinking of makeing a version of the Silence spell that only effects a single target (More when upcast). I was thinking, since it's a single target spell with a saving throw, Should it be a 1st or 2nd level? I'm thinking 1st level, but l want another opinion.

At least 2nd level, maybe even more, because there is a big big difference between AOE silence and your version. The original Silence spell is a stationary area, your version shuts down and clings to a specific target and cannot be avoided by moving.

But unlike Silence, this spell requires a Wisdom Save to avoid. Wouldn't that swing it more to 1st level?
I'd also lean towards 2nd-level personally; full silence having an area of effect is a weakness as much as a strength, as it means that it also limits your own party's ability to cast and deal thunder damage, plus as Voras says it doesn't stay on the target so it can simply leave the area on its own turn unless the party takes extra steps to prevent that, so it requires effort to really maximise.
While I think a save is a reasonable balancing factor (presumably with repeats at end of turn?) it's still a much more surgical and precise version of the spell. It's not unlike comparing darkness to blindness/deafness, which are actually the same level.

Former D&D Beyond Customer of six years: With the axing of piecemeal purchasing, lack of meaningful development, and toxic moderation the site isn't worth paying for anymore. I remain a free user only until my groups are done migrating from DDB, and if necessary D&D, after which I'm done. There are better systems owned by better companies out there.
I have unsubscribed from all topics and will not reply to messages. My homebrew is now 100% unsupported.
