More of the second. If you look at a character at the moment and go to Features and Traits you'll see all of your features and traits listed. Those are snippets. For example spellcasting looks like this on my character sheet:
Spellcasting PHB 101 You can cast known sorcerer spells using CHA as your spellcasting modifier (Spell DC 14, Spell Attack +6). You can use an arcane focus as a spellcasting focus.

Oh I think I'm seeing it. So there are dedicated Text Inputs in places with the label "Snippet" next to them. I'm seeing one when making a Custom Action. Those are the only places we can use the {{something_here}} syntax?

I just opened a Level 2 Fighter character sheet I had already made a long time ago. No subclass until level 3. The result was when I defocused I saw the following text appear a few elements below the Snippet field
My character level is {{characterlevel}}
edit: Sorry I lied. When I put that text into the Snippet field and defocus I get no change. When I put that text into the Description field I get what I said previously.

Thanks!! After I posted this, I started messing with it some more and discovered that {{scale value}} propagates throughout the class feature where it is defined, so all actions, options etc, can call that snippet code...hadn’t realized that before, I thought I had gotten an error previously...oh well. :). Thanks again!!
I know I'm really late to the conversation, but I'm having serious issues with the {{scalevalue}} snippet code. I'm attempting to recreate the Tattoed Monk from 3.5. I've created Level Scaling to reflect what I want leveled values to be based on the number of tattoos the monk has. On the website I get the "scalevalue - No level scale data available". Now the error only appears on the website, but on the Player App the snippet code works perfectly. I'm just wondering what the discrepencies are between the two and if there can be any examples of how the Level Scaling should be set up to reflect the data I believe I've added correctly to the class. And I need actual typed up examples or screenshots to understand. I've read on three or four different forums and all suggestions don't seem to help my issue. Sorry for the rant, but I'd appreciate any help I can get.
I'll send a link to the subclass in general because I can't be bothered to figure out adding an image to the forum lol.
I increased the monk's level to 11 (when they would get their next available tattoo) and leveled back down to 6 (the level that the linked character sheet was set to) and it made no change to the error on the Mountain tattoo. I'll add a link to the leveled up character sheet (11th level). Hopefully that's helpful.
Unfortunately, there has been no change to the character sheet. Is that particular snippet code just broken? Or did I put together the Leveling Scale section wrong?

Are you using the {{scalevalue}} elsewhere? Are the tatts all setup in a single feature with level requirements (3,3,6,11…), or in multiple features?

So I'm making a custom action. In the Snippet section I type
and when I de-focus the Snippet text input I should see something like
But I do not. Am I doing it wrong?
You made a character with that subclass? What was the result?

The snippet only appears contextualized in the character sheet. You can also share your character so I can see what you're doing.

is there a way to call a level override in snippet code, like a {{scalevalue}}?

Please also post the URL for your character sheet so someone can look into it from that end for you.
PS- The link you posted for your homebrew was broken. Here is a repaired version for you: (https://www.dndbeyond.com/subclasses/1379353-way-of-the-tattoo).

Try closing the character sheet in the app and the website, everywhere. Then wait 20 minutes before opening it back up in the website only.

I have it all in a single feature with level requirements. Do you think I should make multiple features?
