A suggestion - If you like the new UA monk variant rule that allows the monk to make a single unarmed strike as a bonus action after spending ki as a part of their action (in this case, casting Thunder Step, for example), you could implement that in your subclass to make sure that functionality is clear. Not sure whether you intended that UA feature to apply or not.
All in all, this seems really cool, well balanced, and flavorful.

And you can possible simplify the at higher level text to:

It’s not the 17th level feature, it’s the 11th level feature.
Sticking with 3rd levels should be fine, but at 17th+ level, it might feel underwhelming. I think you could balance giving them a higher level spell by limiting its casts, so they can only do their super spell once per short?/long? rest, rather than being able to just spam it 3x times per short rest.

For your 17th level feature, I think you can go bigger if you want, with spells like Chain Lightning, Destructive Wave, and Freezing Sphere

I would probably go with Ki Cost = Spell Level then.
WotFE can get Wall of Stone and Cone of Cold at 17th level. So 5th level should be fine. I forgot Destructive Wave is PHB, not SRD though.
Sticking with 3rd levels should be fine, but at 17th+ level, it might feel underwhelming. I think you could balance giving them a higher level spell by limiting its casts, so they can only do their super spell once per short?/long? rest, rather than being able to just spam it 3x times per short rest.
