I created some standard class based enemies for a campaign and set them all to Private so only I could see them. Turns out, all the players can see them regardless. Why is this a feature? I am currently the DM but the account user set themselves as the DM because they are the owner of the account with all of the content they purchased for us to use during our campaign.
Whoever starts the campaign is registered as the DM for the campaign with full privileges. That person need not be the one who activates Content Sharing for the campaign, any player can do that. If you start the campaign and invite the others to join then you will be the recognized as the DM and that other player can still activate the Content Sharing for your campaign.
Anything created with the Character Creator in a campaign (player characters or NPCs created as player characters) are visible to everyone in the campaign, other than their backstory and notes tabs.

Their summary (race, class(es), avatar) are visible to everyone looking at the campaign page, but only the DM should be able to View the character sheet of a Private character sheet. Private character sheets don't show up when you click the campaign button on a character that's in the campaign, they only appear on the main campaign page, though admittedly that's still not "hidden" from characters.

yeah, seriously why do you have a share with the campaign button then. this is very dumb. so glad I have to build baddies/NPC's into another Campaign so I can run them privately? seriously? smh

You shouldn't be building NPCs and monsters with the character builder. It's not how they work. Use the homebrew monster tools.
