Just saying in Star Wars and 40k, I don't think they rely on scopes that much. Solo doesn't even use sights, he point shoots. Maybe I'm not so much against the development of gunpowder in S&S but optics.
Consider that the Moores invented telescopes before Polo brought black powder back from Asia. (Notice the Europeans invented neither.)

If black powder, I would use Matt Mercer's rules (although I would make all of them except the palm pistol a simple ranged weapon; the palm pistol is a simple weapon), and remove the requirement for a tinkers' tools set to unjam the guns. In my slightly altered version of Forgotten Realms (as in it's basically steampunk), a lot of nobles carry a concealed palm pistol for self-defense, along with their rapier. Plus several other firearms are popular amongst the wealthier military units. I'm considering making stats for a gatling gun seige weapon to put alongside the traditional cannons and ballistae. This is my custom rules for handheld blackpowder guns, though:

Also, yes. IK that it's weird to give druids proficiency in palm pistol, but I don't really care. It's such a simple weapon anybody could learn it. I wouldn't be surprised if a druidic circle decided to adopt palm pistols to fend off intruders just a tad better (or use several pulley mechanisms attached to their triggers in order to create traps to protect their groves and conclaves). After all, if you want to make your setting steampunk, might as well add a tiny bit of steampunk to druids. They don't hate technology or civilization, they believe that civilization should be more balanced with nature.
For modern weapons, I would create my own stats for various modern-day guns for urban fantasy settings. 3d10 damage from the hunting rifle is just a tad OP. Plus having, like, only 4 options is somewhat limiting.

The majority of 40k images and movies don't have anybody aiming.
And yet there are plenty models with scopes and people aiming through scopes in the books.
They are an extreme minority, in both models and art. Don't try to "win" by posting Marine Scouts or Aeldari Rangers, they are a small percentage of forces.

Yes, 1st Edition has Laser Pistols and rules for combining D&D and Boot Hill ( TSR's Wild West Game) and their Gamma World game.
Second edition made the Arquebus an item in the Equipment section of the PHB.
Third Edition had d20 Modern.
Forth edition had, well a lot of boring rules. I read it, never played it.
For 5e, not only is there Mercer's Gunslinger and Firearms, there's the modern weapons listed in the DMG and Drow Gunslingers with Smokepowder and pistols from Dragon Heist. Which if you played Dragon Heist during that Season, your characters could unlock Smokepowder and pistols.

Interesting. I personally prefer using the CR rules, since they seem a little bit more realistic than the DMG guns. Neither of them work well in modern settings IMO.

Hot take, but crossbow stats already work perfectly well for firearms (a result of them being an absolutely awful model of real crossbows, haha, but who wants a weapon that takes five turns to reload?).

You are clearly not up to date in things 40k nor have you read many 40k books it seems. I don't need to "win" anything by posting Scouts or Aeldari Rangers (though for sake of argument they would definitely suffice). From the top of my head I can think of 4 different units that aren't scouts from the Marine range alone that use scopes and that doesn't even touch the novels or other factions.

Minority, but quite a few troops use scopes.
The rail on top of this lasgun, looks like a scope, and it is used by the most prevalent type of troops in the Imperium.
Space Marine Snipers use scopes.
Even the T'au use scopes on their pulserifles.
