All you need to do is purchase a single Artificer subclass from Tasha’s Cauldron for $2 and it’ll unlock the whole base class for you.
To answer your question though, Subclasses & Species #13 is for classes that know all their spells and get to “prepare” some spells every day like Artificers, Clerics, Druids, and Paladins; #14 is for everyone else (Bards, Rangers, Sorcerers, Warlocks, & Wizards). You would want to follow the directions in #13 for an artificer subclass.
PS- In future you can just edit a previous post instead of having to quote yourself. It’s a little easier. If you don’t see the “edit” button turn your phone sideways.
I fear the answer is no, but is there the possibility to give someone expertise, of they already have the proficiency in subclasses? F.e. You get the Arcana Skill - if you already have you double your proficiency bonus?

Unfortunately there’s no way to do it automatically, but there is a way if you trust your player. You can set up two Options, one that grants proficiency and another that grants expertise. You will have to trust the player to select the correct option. However, if you use the Expertise Modifier it should only actually work if they already have the proficiency (as opposed to the Twice Proficiency Modifier which would grant proficiency), so it should be okay. Should.

I’m not sure you can use the Choose a Skill Subtype with the Twice Proficiency Modifier, but if it does work it should show any skills you don’t already have proficiency in I believe.
But I could be mistaken, or they might have changed things since last I played with it. 🤷♂️
In the character builder it calls that trait out in the list of traits. I think it was primarily useful for Sub/variant races. It’s not really necessary anymore, kind of a vestige from the past in a way, but I check it for thoroughness sake.
You would create a false tooltip as described in the General Homebrew FAQ #9 in the very first post of this thread. Keep in mind that will prevent publication, and that the tooltip won’t work on the character sheet, only on the description page.

If you are lvl 5 in your druid class this subclass feature will do 5 damage
Also I would like to make it so when they do the Symbiotic Entity I can make it be doubled and I am not sure how to achieve this.

You would just do it with snippets. There’s no way to make an action present a fixed number like that, the system isn’t programmed to do that because there’s nothing to actually roll in that circumstance. And besides, temporary effects like you described aren’t currently supported. The snippet would be something like this:
You deal {{classlevel}} damage, or {{classlevel*2}} when you use Symbiotic Entity.
