I would like to create a set of magic items that are very similar in function but have different effects depending on the type of one you have.
I am wondering if this would be best created as a single item with a table to describe the different levels or to create a master one that describes the functionality and sub ones to describe the differences (if that's possible, IDK) or to create a number of different items and try and describe them differently enough that they all get accepted?
Any advce for the most efficient way forward would be gratefully received.
I was thinking of a pouch that collects debts, and that depending on the type of pouch issued, depending on the level of debt, different penalties would be applied for late payment or non payment. It's just a bit of fun way to ensure that a PC keeps up with a story line of a debt they owe for someone doing them a favor.
I'd make up an item that's basically what you quoted above and then handle the details separately, like on a spreadsheet or something. If it's not something that needs access to character sheet functions, sometimes it's not really worth the trouble of coding it in.
Just a quick update for you, and thanks for your suggestions. I have now completed the item and you can view it at the link below. I would love to hear your thoughts.

It depends on what exactly you intend as the different effects.

I would personally just make it as 1 item and simply put all of that in the description, but that’s me.
