They can put it in a snippet:
Feature name
When you damage a target with a melee spell attack, add {{modifier:str}} to the damage roll of the attack.
But that's pretty much the only thing they can do mechanically to the character sheet.
From a homebrew perspective, I would encourage the author to add a blurb "minimum of 1". This would change the snippet to {{modifier:str@min:1}} and would keep from negative modifiers affecting the final result.

You don’t need to publish your spell to use it, you can just completely ignore that error message.
As to how to attach that spell to your character, follow the instructions in the General Homebrew FAQ #5. Just go to the very first post in this thread and expand the spoiler under that heading, then scroll down to #5 and expand that spoiler for the answer. Remember, Cantrips are never “prepared,” they are only “known.” If you still are having trouble, post here again and I will help you.

No, there’s no way to give additional spell slots. You could add a limited use to a feat, or add a charge to a magic item that would effectively work like a spell slot, but it wouldn’t appear on the Spells section of the character sheet.

If you add a feature a just name the Feature "Pact Magic" (without quotes, of course) the site will think it's supposed to be the Blood Hunter's Pact Magic feature. The weird thing is, instead of adding them a la Blood Hunter, they instead add new slots names Pact Magic... but those slots are added according to the way your magic already works! Essentially, you just get double the slots for free. It comes with the downside of all your prepared spells being listed twice, once for each "spellbook" but... you get twice the slots and can cast any spell in either slot. No way I have found to control the number of slots, it's just automatically a second set of what you already should have.
Do be careful as I've noticed it doesn't always auto-check the box when used. Even for the same spell. Sometimes it takes two or three clicks of the "cast" button for the appropriate box to get auto-filled. Still, you can always just manually fill the box, and it will help you keep track of how many spell slots you should have.
